West Virginia Lottery History
The West Virginia Lottery began in 1984. The state lottery began when voters passed an amendment to the state constitution in this year. However, the first tickets for the games were not sold until January of 1986. These tickets were for an instant scratch off type game. In addition to the scratch off game, the West Virginia Lottery also introduced a televised wheel spin show where money was awarded to players. Following the airing of the television show, in November of 1986 West Virginia introduced its first online games. The initial online game was called Lotto 6/36. This was followed by other online games called the Daily 3 and the Daily 4 in February of 1987. In 1988, the West Virginia Lottery cancelled its televised wheel spin show. In its place they introduced a number instant win scratch off type games available at multiple retail locations throughout the state. This same year the West Virginia Lottery became one of the forerunners in the Multi-State Lottery Association and began offering tickets for the PowerBall.
West Virginia Lottery Proceeds
The proceeds from the West Virginia Lottery are allocated to a number of different funds throughout the state. When the lottery initially began, the proceeds that remained after taking out the necessary money to operate the lottery and give payouts to winning players was placed into the General Fund for the state. However, this was changed in 1989. It was decided that lottery profits to funds that benefit education, tourism, and senior citizens. The West Virginia Lottery has given millions of dollars to grant PROMISE scholarships and aid in supporting elementary, secondary, and higher education. The proceeds are also used throughout the state for the support of senior citizens by matching the funds for Medicaid and in home health care. The proceeds also support tourism in the state by dedicating funds to operate the tourist toll-free information number and cooperative tourism advertising grants.
